ISO 39001:2012 (BDS ISO 39001:2014) Road safety management systems

ISO 39001

The main objective in developing the international standard ISO 39001 is to reduce road casualties. The standard is linked to the UN's Decade of Action for Road Safety to address the universal traffic safety crisis. ISO 39001 specifies the requirements for a Road Traffic Safety (RTS) management system to enable an organisation that interacts with the road traffic system to reduce the number of deaths and serious injuries associated with road crashes that it can influence.

The ISO 39001 standard is applicable to any organisation, regardless of its type, size and the product or service it wishes to offer:

Improve its road safety performance;

establish, implement, maintain and improve a road safety management system;

ensure compliance with the stated road safety policy;

demonstrate compliance with this International Standard.

The requirements in this International Standard include:

Development and implementation of an appropriate policy,

developing objectives and action plans, taking into account the legal and other requirements that the organisation has agreed to implement,

information on elements and criteria related to road safety over which the organisation can exercise control or influence,

the continuous development and improvement of the management system.

The organisation must have a process that:

records/assesses the number of accidents, the number of persons killed and injured,

ensures continuous improvement of road safety,

monitors and evaluates road safety events.

ISO 39001 is applicable to public and private organizations relevant to RTS such as:

freight forwarding companies, transporting goods by road;

transport companies carrying out the transportation of passengers by buses, taxis, etc.;

commercial organisations offering delivery of goods and services to the customer; courier companies;

enterprises with intra- and inter-terminal transport, airport complexes;

design organisations, road construction companies, organisations involved in the maintenance of transport infrastructure: roads, bridges, tunnels, railway facilities, road signs and markings, traffic lights, surveillance cameras;

etc.

ISO 39001 focuses on road safety management. It is not intended to specify the technical and quality requirements of transport products and services (e.g. roads, road signs/lights, cars, trams, freight and passenger transport services and emergency response and rescue services). This International Standard is not intended to create uniformity in the structure of the RTS management system or to unify documentation. RTS is a shared responsibility.
 

The standard is not intended to exempt road users from their obligations to comply with the law and behave responsibly. ISO 39001 can support an organisation in its efforts to encourage road users to comply with the law.
